Summary
The RAR is a set of different qualitative tools (observation and discussion grids, as well as structured /semi-structured questionnaires and estimation techniqes).
RAR helps to get fast information on cultural interpretations and meanings, on viewpoints of communities, and on needs of vulnerable groups.It can be used plan prevention interventions and is particularly useful for selective prevention with specific groups at risk. It was developed to collect data that is useful for needs assessment or for giving more meaning to process and outome evaluations.
There are four questions focusing on substance use:
1. Who is using substances problematically?
2. What substances are used problematically?
3. What is problematic substance use?
4. What factors are of influence in developing problematic substance use?
Another four questions concern possible preventive measures:
5. What does the target group know about the risks of substance use?
6. What are existing effective preventive interventions/preventive conditions?
7. What preventive interventions/preventive conditions are needed by the community?
8. What are the priorities in prevention?
